Provision of Living Conditions for Civil Populations by the Armed Forces

Asks what proportion of the Provision of Living Conditions (housing, food, medical care, etc.) for large civil populations in the event of large scale destruction in the Zone of the Interior should be the responsibility of the Armed Forces. Seeks to develop principles, policies, and procedures for providing in the Zone of the Interior, minimum living conditions for large civil populations made destitute by large scale destruction of existing facilities by enemy action.
