Implementing Design-Build in the Public Sector

Public agencies face serious ethical challenges when attempting to implement a design-build construction delivery process. This publication examines these challenges and offers two processes that will permit design-build to be implemented as a construction delivery process, while maintaining the integrity of an agency's procurement process.
